| 后林改时代，推动林权适度流转与抵押是深化集体林权制度改革的关键，实施“林票制”有助于推进改革。介绍福建省三明市实施“林票制”的运作流程与票证量化分配，从国有林场主导经营、不同主体股权交易要求、林票运作相关机制与票证金融特征4个方面总结了三明市实施“林票制”的经验做法，从森林质量与林业经济效益、经营稳定与市场流动、经营效率与分配公平、抵押风险与融资渠道等方面论证了实施“林票制”取得的成效，以期为相关部门开展工作提供借鉴。 |

| In the post forest reform era, the key to deepening the reform of collective forest right system is to promote the moderate circulation of forest rights and mortgage loans, and the implementation of “forest ticket system” is helpful to promote the reform. This paper introduced the basic process, quantitative calculation and equity distribution of forest ticket operation in Sanming City, Fujian Province, and summarized the experience and practice of “forest ticket system” from four aspects of the leading operation of state-owned forest farms, the equity transaction requirements of different subjects, the relevant mechanism of forest ticket operation and financial characteristics. This paper demonstrated the effectiveness of “forest ticket system” from the aspects of forest quality and economic benefits, management stability and market flow, management efficiency and fair distribution, mortgage risk and financing channels, in an attempt to provide experience for the practice departments. |
