| 理论上森林资源管理“一张图”应包含区域内所有的林地、林木和森林，能为林地保护利用、林业规划编制等工作提供基础数据，实际应用中，森林资源管理“一张图”却未能包含所有的森林资源，未很好地发挥其应有的作用。通过比较现有的林地概念，分析了森林资源管理“一张图”中森林资源不全的原因，并提出了区划森林资源时应“地”“林”分离，规划林地时应完善《土地分类标准》中的林地分类，将土地分为农用地、生态用地、建设用地和未利用地四类等相关建议，以切实发挥森林“一张图”在林业保护发展和生态文明建设中的基础性作用。 |

| Theoretically, the “one map” of forest resource management should include all forest lands, trees and forests in the region, which can provide basic data for the protection and utilization of forest lands and the preparation of forestry planning. In practical application, the “one map” of forest resource management does not include all forest resources and does not play its due role. By comparing the existing concepts of forest lands, this paper analyzed the reasons for the incompleteness in the “one map” of forest resources management, and put forward relevant suggestions that “land” and “forest” should be separated in the division of forest resources, that the classification of forest land in Land Classification Standard should be improved, and that the land should be divided into agricultural land, ecological land, construction land and unused land, in order to give full play to the fundamental role of forest “one map” in forestry protection and development and ecological civilization construction. |
